Open Enrollment is for anyone under the age of 65 who's not on Medicare.
One of the most important factors in determing if your eligible for health coverage is your employment status. If you're W-2 and your employer offers you coverage you would not be eligible unless you can show that the health plan costs more thn 10% of your gross income. If you are an indepedent contractor, you are 100% eligible. The next step is determing how much of a healthcare subsidy you qualify for.
A healthcare subsidy is effected by your income, age, gender and location. There is NO such thing as pre existing health consditions when it comes to major medical health insurance. Folks I can tell you that any major medical insurance cannot, by law, ask any heath questions. This is due to the health care reform. So unless we're talking about Life Insurance, put those worries to the side.
